Newly registered EV: Starting from 1 Nov 2025, licence fees will be calculated based on the new structure (based on rated power)
Existing EV: A four-month grace period applies until 1 Mar 2026, during which owners can renew the licence under the current structure (vehicle unladen weight). After that, the new fee structure will apply.
Highlights
- 6-year transition period until 2030, with adjustments in 5 phases.
- From Entry-level EV under 75kW (1st tier): License fee starts at HKD1,500 in 1st year and increase to HKD3,000 after 6 years
- To Supercar-graded 225kW+ EV (5th tier): License fee starts at HKD5,000 in 1st year and increase to HKD11,000 after 6 years
- Upon adjustments, the new annual licence fee levels for EV will still be 25% (5th tier) to 40% (1st tier) lower than the current licence fees for fuel-propelled vehicles

Existing owners can check your vehicle registration documents for the information. New EV buyers should confirm the rated power with the dealer before purchasing.
